Dr. William H. Highter

New England District Councillor
and Past President


Member #21693, initiated in 1967 at the University of Notre Dame (Chapter #62 installed in 1966). Dr. Highter has been a member of the National Council since 1999 when he was appointed to complete the term of Dr. Louis C. Tartaglione as New England Councillor. He was elected National Marshal at the 2002 Conclave and Vice President at the 2004 Conclave. He taught at Clarkson University (1972-1981) and the University of Tennessee (1981-1985). He was Head of the Department of Civil and Environmental Engineering at the University of Massachusetts from 1985-1995 and founding Director of the UMass Transportation Center (1994-1999). He is currently Professor of Civil and Environmental Engineering at UMass where he specializes in geotechnical engineering. Dr. Highter received Bachelors degrees in Civil Engineering and Geology from the University of Notre Dame and the MS and PhD from Purdue University.
