Biography
Dr. Neilon J. Rowan
Editor of the TRANSIT
Member #18156, initiated as Faculty Member in Spring 1964 at Texas A&M
University (Chapter #56, installed in 1962). Dr. Rowan was elevated to Chapter
Honor Member in 1983 at Texas A&M and served as their Faculty Advisor from
1987-1997. He served as interim Southwest District Councillor of Chi Epsilon in
1987-88 and was appointed Editor in 1988. He is an Honorary Member and Past
President of the International Institute of Transportation Engineers. Dr. Rowan
received a BS in CE at Texas Tech in 1957, an MS in CE at Agricultural and
Mechanical College of Texas in 1959, and a PhD in CE at Texas A&M in 1967.
He was elevated to Professor Emeritus in 1997, Professor of Civil Engineering
at Texas A&M from 1970-97, Assistant and Associate Professor at Texas
A&M from 1959-70, and instructor in civil engineering at Texas Tech from
1957-58. He was a research engineer with the Texas Transportation Institute
from 1958-97. His research areas include highway design, traffic operations,
roadway lighting, and roadside safety devices.
